The Arkansas Division of Elementary and Secondary Education – Office of Special
Education (DESE – OSE) has an opening for an Inclusive Education Specialist for Students
with Disabilities. This position will provide support to school districts, charter schools, and
education service cooperatives in promoting inclusive practices in general education,
improving results for children with disabilities, and ensuring compliance with state and
federal regulations. This position will support our cross-unit and cross-divisional work to
help schools address achievement gaps for students with disabilities. The ideal candidate
would have extensive administrative experience supervising and supporting educators in
developing inclusive systems for students with disabilities and demonstrated skills in
coaching adults. The ideal candidate would have experience in developing and presenting
high quality, engaging professional development. The ideal candidate would also have
experience building collective coherence with education professionals who have diverse
skill sets, philosophies, and expertise.
Special Requirements:
A current Arkansas educator's license; or hold an expired standard Arkansas educator's
license; or a standard out-of-state license and is eligible for a one-year provisional license
and a standard license in Arkansas is preferred; master's degree in special
education/educational administration or related field; a minimum of five years teaching
experience in the public schools. Some overnight travel is required.
The Inclusive Education Specialist must have a background working with neuro-diverse
students and with coaching and mentoring of educators through the use of adult learning
principles. This is a full time 260-day position with a salary and benefits package that is
competitive. The position will be based in Little Rock and is available in Summer of
2024. This position is managed by the Guy Fenter Education Service Cooperative, and
coordinated by the State Systemic Improvement Plan Coordinator at the DESE–OSE.
Job Responsibilities:
● Serve as a member of the Arkansas Collaborative Consultants (ACC) to support
educators who support students to meet goals and priorities outlined in the State
Systemic Improvement Plan of the DESE–OSE
● Provide general and targeted professional learning opportunities to education
service cooperatives and districts concerning educational needs of students who
receive special education services
● Provide general and targeted professional learning for Arkansas educators on high-
leverage and inclusive practices to support educational needs of students
● Provide intensive training to school districts, school buildings, and/or education
service cooperatives upon request
● Collaborate with ACC groups to promote systemic capacity building efforts aligned
with DESE to support students with disabilities
