Description: 

The Migrant Recruiter / OSY Coordinator is responsible for identifying, recruiting, and enrolling eligible migrant children and out-of-school youth (OSY) into the Arkansas Migrant Education Program (MEP). This position also involves assessing the educational needs of OSY and connecting all recruited families to appropriate services within the community. The ideal candidate must be culturally sensitive, self-motivated, and possess strong communication and organizational skills.

Essential duties and responsibilities include:

  • Identification and Recruitment:

    • Actively identify and recruit all eligible migrant children and youth, from age three through age 21, within the assigned service area.

    • Conduct eligibility interviews with migrant families and youth to complete Certificates of Eligibility (COEs).

    • Visit agricultural worksites, processing plants, migrant camps, and other areas where migrant families and OSY may be living or working.

    • Develop and maintain a recruitment network with community organizations, employers, schools, and social service agencies that serve migrant populations.

  • Out-of-School Youth (OSY) Services:

    • Provide direct support, advocacy, and outreach services specifically for out-of-school youth.

    • Assess the unique educational needs of OSY and assist in developing individual learning plans.

    • Connect OSY to alternative educational programs, such as GED preparation, credit recovery,

      English language instruction, and post-secondary opportunities.

    • Serve as a liaison between OSY, their families, and community resources to help them access

      needed services.

  • Family and Community Engagement:

    • Disseminate information about the MEP and other educational opportunities to migrant families.

    • Serve as a communication link between migrant families, schools, and the wider community.

    • Promote parent engagement by sharing program information and encouraging participation in

      school activities and Parent Advisory Council (PAC) meetings.

  • Documentation and Reporting:

    • Accurately and promptly complete all required documentation, including Certificates of Eligibility

      (COEs) and weekly or monthly recruitment reports.

    • Maintain confidential and up-to-date student and family records.

    • Assist with the annual revalidation of family eligibility information.

    • Submit all documentation in a timely manner for state review and approval.

  • Training and Compliance:

    • Participate in all required local, regional, and state training sessions for recruiters and program

      staff.

    • Stay informed on current federal and state regulations governing the Migrant Education

      Program and proper identification and recruitment procedures. 

Qualifications

  • Education and Experience:

    • High School Diploma or GED required

    • Previous experience in recruitment, social work, or community outreach, preferably with migrant

      or low-income populations, is highly desirable.

  • Knowledge and Skills:

    • Fluent biliterate skills in Spanish and English are preferred.

    • Knowledge and understanding of migrant culture and the challenges faced by migratory families

      and youth is preferred.

    • Strong interpersonal, communication, and organizational skills.

    • Ability to work independently with minimal supervision while m Proficiency in basic computer

      skills and data entry.

  • Other Requirements:

    • Possession of a valid Arkansas driver's license and reliable transportation.

    • Must be willing to work flexible hours, including evenings and weekends, as needed to meet

      with families. 

Physical Demands and Work Environment

The work is performed both in an office setting and in various community environments, including farms, mobile home parks, and other rural locations. This position requires frequent travel within the service area. The employee may be required to lift and carry up to 40 pounds.
