Educational Services for the Visually Impaired Regional Consultant
Location: Little Rock, AR
Position Type: 190 Day Contract
Position Overview:
The Division of Elementary and Secondary Education – Office of Special Education (DESE- OSE) has an opening for an Educational Services for the Visually Impaired (ESVI) Regional Consultant to support improved outcomes for students with visual impairments across the state. The ESVI Regional Consultant will collaborate with public school districts, charter schools, and education service cooperatives to promote accessibility, support effective practices, and ensure compliance with state and federal regulations for students who are blind or visually impaired.
Key Responsibilities:
Provide consultation and technical assistance to educators and administrators on evidence-based practices and accessibility solutions for students with visual impairments.
Conduct and support specialized evaluations, including Functional Vision Assessments, Learning Media Assessments, Orientation and Mobility Evaluations, and Functional Access Technology Evaluations.
Recommend and support the use of appropriate instructional materials such as braille, large print, and digital formats.
Provide instruction and consultation on the effective use of access technology, educational materials, and equipment—utilizing demonstration and loan programs.
Deliver direct Orientation and Mobility instruction in schools and community settings to promote student independence and support post-secondary readiness.
Collaborate with the Arkansas Collaborative Consultants (ACC) and other DESE teams to coordinate services and build capacity across the state.
Minimum Qualifications:
Bachelor’s degree in education or related field.
Valid Arkansas Educator’s license with Teacher of the Visually Impaired (TVI) endorsement.
Certified Orientation and Mobility Specialist (COMS).
Experience working directly with students who are blind or visually impaired.
Knowledge of IDEA and Arkansas Special Education and Related Services regulations.
Excellent communication (verbal and written) and interpersonal skills.
Strong organizational and analytical skills.
Ability to work independently and maintain focus on the state’s vision and mission.
Additional Requirements:
Valid Arkansas driver’s license.
